Charles Morgan has worked as an Environmental Planner in Hawai`i since 2000. He has worked on marine and coastal projects related to resource development for more than 30 years.   He is a Qualified Person/Competent Person for marine mineral resource assessment.

His current focus is on permitting and environmental impact assessment for renewable energy projects and marine mineral resources. He is the former chairman of the Underwater Mining Institute.

He obtained a BA degree in Chemistry from the University of California, San Diego and a PhD in Oceanography and Limnology from the University of Wisconsin, Madison.
