Economic Impact – What This Could Mean for the Region

If scientific studies, environmental assessments and regulatory reviews ultimately support future development, offshore mineral recovery could contribute to economic activity across both coastal communities and the wider region. While exploration programs are comparatively small in scale, they create demand for marine services, logistics, scientific research, and environmental monitoring, supporting businesses both offshore and onshore.
As activity expands, economic benefits could extend to ports, vessel operators, engineering firms, laboratories, equipment suppliers, and professional service providers if future project stages proceed. These activities could occur over multiple project phases, potentially supporting economic activity over an extended period while strengthening existing maritime industries and regional supply chains.
Developing domestic sources of critical minerals such as titanium, zirconium and rare earth elements could also support industries including aerospace, defense, manufacturing and agriculture. Today, the United States relies heavily on imported supplies of many critical minerals. Expanding domestic resource options may improve supply chain resilience and reduce exposure to global market disruptions, while remaining subject to environmental review and regulatory approval.
The Virginia project could also deliver additional public value beyond mineral production. Non-mineralized sand recovered during operations may be suitable for beach nourishment and coastal resilience projects, helping protect shorelines, infrastructure and coastal communities from erosion and storm impacts. Many of the dredging methods used in beach nourishment and navigation projects have been employed for decades under established environmental oversight.
Beyond these direct economic benefits, exploration would generate valuable scientific information that can support universities, regulators and coastal planners. By improving understanding of marine ecosystems and offshore resources, this knowledge can contribute to future environmental management, coastal resilience and informed decision-making, regardless of whether a project ultimately proceeds to development.
